TAP: The Solution for Access, Affordability and Attainment

Access, affordability and attainment are recurring topics in higher education these days. These issues are closely linked and each affects the other. Each of them also impacts the United States businesses and economy. Businesses have an effective tool to make the link between access, affordability and attainment a positive impact on their workforce.

Access to education is often directly related to affordability; financial concerns are something businesses can address with tuition assistance programs that help employees pay for higher education. A TAP program makes higher education affordable and helps students attain the necessary skills and degrees that both employees and employers need.

“Older students are particularly relevant when considering college graduation and labor supply,” says Jeffrey T. Denning author of Upjohn Institute report Born Under a Lucky Star: Financial Aid, College Completion, Labor Supply, and Credit Constraints.

Non-traditional students are very close to, or already part of, the workforce. Many have achieved some college credit and could use tuition assistance to access higher education and ultimately attain their degree. “These students have accumulated substantial college credit, but many do not graduate in a timely manner. In fact, only 44 percent graduate in the year they turn 24. Some never graduate, and 17.3 percent have not received a bachelor’s degree after 4 years. These students are at the margin of graduation, and additional financial aid may enable them to accelerate their progress toward a degree or help them complete a degree when they otherwise would not.”

Tuition assistance can provide the financial support that working adults need. With it, they can enroll continually and develop momentum toward completion without depending on the need to qualify for financial aid programs, loans or grants.

Making tuition assistance available to all employees is a best practice for creating a strong workforce and economy. Education is the most effective force for creating an upwardly mobile population of consumers who actively participate in the economy and are engaged socially and civically, as part of the community.

The US will be a majority-minority nation in three generations, according to “A Blueprint for Higher Education Equity” Young Invincibles report. Ensuring that employees from all ethnic or economic groups have access to higher education and tuition assistance is beneficial for businesses as well as individuals. For the US to remain globally strong, all citizens need access to education and the support to complete degrees. Christopher Nellum, policy director for Young Invincibles, says that we need solutions and interventions that close the opportunity gaps and help create stability.

Tuition assistance is a solution that can help achieve equal access to higher education and affordability for men and women in the workforce. With improved access and the support of tuition assistance, more non-traditional students and American workers can achieve attainment, resulting in personal growth and economic stability.

Indiana Wesleyan University (IWU) has launched a new initiative to reach potential online students in the Greater Atlanta area. IWU is a private, non-profit, evangelical Christian university with 11,000 adult learners enrolled either online or at education centers in Indiana, Kentucky and Ohio.

The university recently identified a need for people in the Atlanta area to have access to high-quality, faith-based programs that are available 100% online. “Through our research, we have identified a need for people in the Atlanta area to have access to a strong, high-quality, faith-based education,” said David Rose, vice president of enrollment and marketing for national and global campus. “We are investing a great deal of energy and resources in the Atlanta area to be able to provide that to adult students in the area in and around Georgia’s capital city.”

IWU has hired two local representatives with experience in higher education enrollment and student recruitment to promote the university’s online degree programs in Atlanta. Both representatives will be responsible for helping to create educational partnerships with area corporations and to build online student recruitment.

Liberty University Online students will be able to pursue a Master of Science in Psychology: Industrial/Organizational Psychology beginning fall 2017. Students will learn how to apply psychological principles to human resources, marketing, sales, business development, and management. Ocean County College’s (OCC) global footprint continues to expand. Jeff Harmon, Associate Vice President of e-Learning, and a team from OCC traveled to the Dominican Republic on a partnership and outreach mission to explore the potential for on-the-ground operational capacity of a CiberPark [sic] in Santo Domingo and partnership opportunities with the Global Foundation for Democracy and Development in the Dominican Republic.

In addition to OCC’s Middle East partnerships with Ain Shams University and the IMI Training & Management Institute in Cairo, Egypt, two new projects are scheduled for implementation in 2017. A pilot cohort with the Arab Academy for Science & Maritime Transport is slated for spring and a pilot cohort with Ahram Canadian University will take off in the fall.

Elsewhere, OCC has begun the MyWay student recruitment partnership in China. MyWay International is OCC’s China-based recruitment and student services company directly serving students in China who are taking OCC’s online degrees and courses.

Long a leader in engineering education, Penn State is leveraging its expertise in the field to offer a bachelor of science in software engineering online, at a time of increased demand for software engineering jobs. The new degree can help prepare students to become a software developer, computer systems analyst and video game designer, among other jobs.

The U.S. Department of Labor’s Bureau of Labor Statistics projects the number of software engineering will increase 17 percent through 2024, a rate much faster than the average for all jobs in the country. “Software has tremendously reshaped our world and our everyday lives,” said Xiaocong Fan, associate professor of software engineering and lead faculty for the program. “Whether it’s small devices or gigantic spaceships, office automation or social networking, online education or e-commerce, software engineers empower things with intangible but innovative applications to make them smarter, faster and better.”

Students will learn software engineering topics such as software construction principles, computing skills and project leadership through hands-on projects. Students will study computer programming, software design, validation and verification, software security and computer networking.

Southern New Hampshire University's new masters in counseling will be unique in a number of ways. One of which is that it will be offered primarily online but will also feature a robust practicum and internship program, as well as two week-long residencies. The residencies are a vital part of the curriculum, along with projects and discussion posts and online practice counseling sessions because the nature of careers in mental health is face-to-face. This new program will join the weekend-format MS in Clinical Mental Health Counseling program that SNHU has long offered in five states.
