How OBBB Boosts Employer Education Benefits

I truly believe that education benefits are a strategic lever for workforce growth and organizational success. And as a business leader, I understand that staying ahead of legislative changes is crucial to offering competitive and compliant education benefits programs. At Edcor, we take it as a critical part of our job as your dedicated partner in education benefits administration to keep you ahead of the curve with all the information and action steps that you can benefit from.

Today, I want to talk about how, with the One Big Beautiful Bill Act (OBBB) coming to play in July 2025, you, as an employer, now have unprecedented tools to attract and empower top talent if you act thoughtfully and decisively.

So, let’s unpack the key provisions focused specifically on education benefits and discuss the practical steps you can take to leverage these new opportunities.

What Employers Should Know

As an employer, you must know that the most impactful changes in the OBBB relate to Internal Revenue Code Section 127. Section 127 has a huge impact on employer-provided educational assistance. Below is the pertinent information that should be on your radar.

Student Loan Repayment Benefit made Tax Free, Permanently

For decades, student loan repayment benefits for employees existed in a state of temporary renewal. OBBB changes that, making permanent the ability for employers to contribute up to $5,250 per year, per employee, toward student loan repayment or traditional tuition assistance, tax-free for both the organization and the employee. What’s more? Both federal and private loans now qualify, maximizing impact and flexibility for your workforce.

Indexed for Inflation

Starting in 2026, benefit caps of $5250 will increase with inflation, keeping your offering competitive and truly meaningful, year after year. Beginning after December 31, 2025, this limit will be adjusted annually, ensuring the value of your education benefits keeps pace with the rising costs of education and living. Some analysts suggest the first inflation-adjusted limit will apply for the 2027 tax year, using 2025 as the base year for the calculation.

So, employers can begin planning for higher tax-free benefit amounts starting in 2026 or 2027, depending on the final interpretation and guidance from the IRS.

Clearer and Simpler Repayments and Eligibility

Expanded Eligibility: Every standard federal or private loan is now eligible for the tax-free repayment benefit.

Simplified Repayment Plans: Federal student loan borrowers will soon have just two plan options to make repayment less confusing, while expanded rehabilitation rules provide more “second chances” for those who fall behind.

Employers can continue deducting these payments as a business expense, and new rules ensure borrowing limits encourage responsible financial decision-making.

Retirement and Student Loan Matching: The SECURE 2.0 Link

OBBB and SECURE 2.0 links mean you can now coordinate tuition/student loan assistance with retirement plan matching. Under new IRS rules, employers may match “qualified student loan payments” in 401(k), 403(b), and similar plans, letting employees keep up with retirement while paying off debt. The tax and testing rules have been clarified to make this process work smoothly.

What Should be Your Strategic Moves as an Employer?

1. Audit and Align Your Policies for OBBB

Your current educational assistance plan documents will need to be updated to reflect permanence and future inflation adjustments. Clarify what’s eligible and how these programs fit your talent acquisition and retention goals.

2. Proactively Budget for Growth

While the inflation adjustment doesn’t begin immediately, it’s wise to start planning for potential budget increases in your education benefits program to take full advantage of the higher limits. Annual caps will rise. Make sure your program is future-proof and adequately funded, so you remain an employer of choice.

3. Communicate Value to your Employees

These are significant enhancements to their benefits. Proactive and clear communication will ensure your employees understand and appreciate the increased value you are providing, boosting morale and engagement. A powerful benefit is only as good as its visibility. Launch communications campaigns to educate employees on these enhanced, permanent benefits—and your commitment to their success.

4. Target Your Benefits for Maximum ROI

Finally, to maximize ROI, link tuition and student loan assistance to your organization’s priority skills and career pathways. Invest where the payoff is greatest, fueling both individual and organizational advancement.
